There were two painters in Italy named Angelo and Raphael. Nobody was less than anyone, but both were jealous of each other.
Once a wealthy Italian man contracted Rafael to make four frescoes on the church wall. As remuneration, the rich man gave Rafael a hundred coins in advance and decided to pay the rest at the end of the work.
Raphael began work on the walls of the church. He made all four frescoes within the stipulated time frame. It had an excellent painting. He reached out to the rich person to take payment of the remaining amount, but the rich man refused to give him the amount saying that 'the painting was not good'.
Upon repeated demands by Rafael, the rich man said, "I will appoint an inspector to settle this dispute. If he says that, I will give you the balance."
The forced Raphael obeyed the rich man. The rich man knew the bitter relationship between Angelo and Rafael. So he assigned Angelo the job of inspection. He believed that jealous Angelo would give the painting a cheap thing, and then Rafael would not have to pay his dues.
Angelo came to church on the appointed day. Upon inspecting the painting, he noticed that the painting is indeed flawless. Angelo showed his honesty in Rafael's favor. Hearing the decision to the contrary, the rich man quietly gave Rafael the money.
The essence of the saying is that when we are sitting on the seat of justice, then the individual maliciousness or loyalty should be kept aside and give decision, only then is true justice done.
